The multitude and complexity of the current requirements, as well as the fact that the interpretation of these requirement vary from place to place, a new breed of accredited "Bushfire consultants" have emerged. The job of bushfire consultant is to help you get your development under way, and finished, in compliance with requirements. It may well be worthwhile to use the services of a consultant, and in some areas you MUST have a Bushfire Risk Assessment Report attached to your development application.
Bushfire Risk Assessment Reports for Development Applications
Under new regulations, many local councils in Australia have been required to prepare maps detailing bushfire-prone land in their council area. Where this regulation exists, any new development or significant additions or alterations to a dwelling located within a mapped bushfire-prone area now requires that a Bushfire Risk Assessment Report be prepared and attached to the Development Application. New development or additions/alterations within bushfire prone areas must often meet State regulations such as, in New South Wales, the requirements of ‘Planning for Bushfire Protection 2009’. Construction must then conform to Australian Standard AS 3959 ‘Building in Bushfire Prone Areas 2009 appropriate to the level of risk.
In many areas, a Bushfire Risk Assessment Report must be prepared by an accredited Bushfire Consultant. A consultant is also well placed to liaise with local councils and fire services regarding bushfire issues for Development Applications and can then determine the most practical and cost-effective solutions for your property.
Bushfire Mitigation Strategies and Hazard Reduction Programs
A Bushfire Consultant can provide advice to householders and builders/developers regarding active and passive bushfire mitigation strategies for their properties.
When advising on appropriate hazard reduction strategies, the need to protect a property from bushfire is balanced with the need to conserve the environment.
It must be borne in mind that even when purchasing an existing dwelling that you have no intention of altering, you may still be required at some point to hazard reduce your property. In some States, for example, a neighbour can lodge a complaint that will require you to carry out work. (In fact, the Fire Commissioner may have the authority to have a contractor carry out the work and then charge you for it.)
